The court also addressed the issue of mandatory production of ration cards as the only proof of address for vehicle registration. This practice was deemed arbitrary and contrary to the amended rules, which recognize various documents such as Aadhar and passports as valid proofs of address.

The Federation of Automobile Dealers Associations (FADA), represented by CEO Saharsh Damani, argued that this requirement created unnecessary hurdles and delays.
The petitioner further highlighted that Tamil Nadu’s outdated process for allotting fancy numbers is inefficient compared to other states where the bidding process is fully digitised. This old system delays vehicle registration by more than a fortnight, affecting dealers and buyers alike.

FADA emphasised that the current process “consumes huge time and the vehicle registration is being delayed by more than a fortnight,” which is inconsistent with the aim of the amendments to simplify and expedite procedures.
Acknowledging these concerns, the court underscored that according to Article 254 of the Constitution, central laws prevail over state laws in case of any doubts. Therefore, the amendments made by Parliament must be implemented without delay.

The court directed the state transport department and the commissioner of transport and road safety to take immediate steps to align their procedures with the Central Motor Vehicles Act and Rules, ensuring digitisation and efficient services through VAHAN portal.
This ruling is expected to bring much-needed relief to vehicle dealers and purchasers in TN by streamlining the registration process and reducing bureaucratic delays.
