INSPECTOR OF POLICE, E-2 ROYAPETTAH POLICE STATION, CHENNAI.

I, P.Kannan, S/o.Parthasarathy, aged about 53 years and presently working as Inspector of Police, E-2 Royapettah Police Station, Chennai and the Investigation Officer of this case and also the 2nd Respondent herein. As such I am well acquainted with the facts and circumstances of this case and thus I am filing this Common Status Report before this Honourable High Court, Madras.
1. It is submitted that on 10.07.2022 the AIADMK Party Head Office at No.226, Avvai Shanmugam Salai, Royapettah, Chennai-14 was locked as usual in the evening by Tr.Mahalingam, Manager of AIADMK Head Office, Chennai.
2. It is submitted that on 11.07.2022, at around 5 A.M., City police comprising of 8 Deputy Commissioner of Police, 28 Assistant Commissioner of Police, 85 Inspector of Police, 239 Sub Inspector of Police, 809 Local Police and 800 Armed Reserve Police were deployed throughout the Greater Chennai for the proposed AIADMK General Body Meeting at Vanagaram to avoid untoward incidence, including Greenways Road and AIADMK Party head office.
3. It is submitted that on the same day (i.e) 11.07.2022, at around 06.30 A.M., the supporters of Mr.E.Palaniswamy /A party consisting of around 300 persons have assembled in front of the Party Office in order to prevent Mr.O.Pannerselvam/ B Party entering into the Party Office.
4. It is submitted that, at around 06.30 A.M., Mr.E.Palaniswamy left his residence in Green Ways Road, along with his party members to Vanagaram for Participating in AIADMK, General Body Meeting.
5. It is submitted that, at around 08.15 A.M., Mr.O.Pannerselvam left his residence in Green Ways Road and went towards AIADMK Party Head Office along with 250 supporters in his Party Propaganda Van.
6. It is submitted that at around 08.45 A.M., Mr.O.Pannerselvam and his supporters had reached Music Academy Junction and proceeded towards AIADMK Party Office.
7. It is submitted that at around 08.55 A.M., Mr.E.Palani Swamy’s supporters had chased Mr.O.Pannerselvam and his team at Indian Bank Junction, Gowdyamutt Road.
8. It is submitted that at around 09.00 A.M., both the parties gathered outside the AIADMK party head office and attacked each other by pelting stones and sticks and indulged in violence and proceeded towards AIADMK Party Head Office.
9. It is submitted that while nearing AIADMK Party Head Office Mr.O.Pannerselvam’s faction who were standing in front of Party Office blocking the Main Gate were indulged in quarrel and both were mutually assaulted each other with sticks and stones
10. It is submitted that Two Buses, Eight Cars and Two Police Jeeps which were parked near AIADMK Party head Office at Avvai Shanmugam Salai were damaged due to the riot.
11. It is submitted that the police had warned both A & B party to disperse from the spot, but it ended in vain. Then Two Teams led by Deputy Commissioner of Police, Mylapore & Tripilicane intervened and chased both A & B Party from the spot towards opposite direction by using minimum force.
12. It is submitted that more than 100 Barricades, which were placed along Avvai Shanmugam Salai and TTK Road for Bandobust purpose were damaged in the riot. The DAV School and National School which were near the AIADMK Party Head Office were closed on that day due to fear and all the shops in the near vicinity were also closed and shopkeepers left from the place.
13. It is submitted that all MTC buses which went through Avvai Shamnugam Salai were also forced to divert and General Public movements were curtailed.
14. It is submitted that,, Tr.Kasu Pandi Sub Inspector of Police, E-2, Royapettah Police Station lodged a Complaint before me and based on the complaint a case was registered in E-2 Royapettah P.S., in Cr.No.190 of 2022, u/s.147, 148, 324, 353, 341, r/w.3 of TNPPDL Act on 11.07.2022 at 09.30 hours by me and it is under investigation.
15. It is submitted that on 11.07.2022 at 10.30 hours, I forwarded a Special Report along with FIR copy to the Revenue Divisional Officer, South Chennai, Guindy, Chennai-32 requesting her to take appropriate steps to maintain peace and tranquility at AIADMK Party Office, Avvai Shanmugam Salai, Chennai. It is further submitted that the Photographs and videographs of the occurrences were also shown to Revenue Divisional Officer.
16. It is submitted that in this riot 55 supporters from both A and B party along with 2 Police had sustained injuries and had taken treatment at Government Royapettah Hospital, Kauveri Hospital, Rajiv Gandhi Government Hospital and Kilpauk Medical College Hospital.
17. It is submitted that from 05.00 A.M., one Joint Commissioner of Police, three Deputy Commissioner of Police, four Assistant Commissioner of Police along with 200 Police Personnel were deployed near AIADMK Party head office and enroute for Bandobust, armed with Shield and Head Gear.
18. It is submitted that apprehending a clash between A and B Party one Deputy Commissioner of Police, two Assistant Commissioner of Police, six Inspector of Police and 60 others were deployed at Green ways Road at 6.30 A.M where both the AIADMK faction leaders are residing. It is further submitted that the deployment of the police forces had averted a clash in the Green ways road.
19. It is submitted that apart from Green ways road, AIADMK Party head office, police personnel were deployed throughout Chennai city to control the crowd called for General Body Meeting of AIADMK, at Vanagaram, Chennai.
20. It is submitted that on 23.06.2022, the similar situation was created during the General Body Meeting at Vanagaram which was meticulously managed by deployment of Police Forces and untoward incidents throughout City were averted.
21. It is submitted that after receiving the request letter from Ex-Minister, Tr.Jayakumar AIADMK on 26.06.2022, the Police Bandobust provided to the party office round the clock and it was enhanced from 05.07.2022, there was no untoward incidents reported till 11.07.2022, the date of occurrence.

23. It is submitted both parties have intentionally taken law into their hands and indulged in Hooliganistic activities and disturbed the peace and public tranquility in and around the AIADMK Party Office.
24. It is submitted that the whole incidents was recorded in Camera by Police, Print, & Visual Media and public which went viral in Social Media and create a feeling of fear amongst the General Public across Tamil Nadu.
25. It is submitted that till now the strength of one Assistant Commissioner of Police, five Inspector of Police and 80 others are deployed round the clock in Bandobust duty at AIADMK Head Office, Avvai Shanmugam Salai, Chennai and Green ways road to avert untoward incidence and create a kind of safety in the minds of General Public.
26. It is submitted that so far in the Investigation of E-2 P.S., Cr.No.190 of 2022 we have enquired 55 injured who were admitted in various Hospitals, and recorded their statements. 25 statement of persons from public who were affected directly or indirectly in that occurrence area Auto Drivers, Bus conductors, Shop Keepers, are also recorded . 14 rioters were arrested and sent to remand on the same day and other accused will also be arrested. It is further submitted that due to the effective and efficient intervention of the police personnel no one from the general public was injured.
27. It is submitted that two more FIR’s were registered in E-2 Royapettah Police Station, Cr.No.191 of 2022 and Cr.No.192 of 2022. It is further submitted that based on the complaint given by Tr.D.Kamaraj, Divisional Secretary [142nd Division], a member of K.Palaniswamy’s faction a case was registered in Cr.No.191 of 2022 u/s.147, 148, 341, 294(b), 324, 506(ii) IPC, against the members of O.Panneerselvam faction on 11.07.2022 at 11.00 hours. In the said complaint it was stated that he along with the supporters of K.Palanisamy, went to the AIADMK Head Quarters at 7.30 hrs, O.Panneerselvam supporters had reached there at 8.45 A.M., and raised slogans against K.Palaniswamy which caused a clash between both factions and supporters of O.Panneerselvam’s faction attacked K.Palaniswamy’s faction with stones and wooden log. In the said clash defacto complainant’s skull was broken and he sustained injuries in his right leg. The other members of O.Panneerselvam’s faction had also sustained injuries.
28. It is submitted that based on the complaint given by Tr.Babu, Ex-District Secretary, South Chennai, [AIADMK] a member of O.Panneerselvam’s faction another FIR was also registered in E-2 Royapettah Police Station in Cr.No.192 of 2022, u/s.147, 148, 341, 324 & 506(ii) IPC against the members of K.Palaniswamy’s faction on 11.07.2022 at 18.30 hours. In the said complaint it was stated that while the members of O.Panneerselvam’s faction were awaiting for Mr.O.Panneerselvam near Indian Bank, the members from the K.Palaniswamy’s faction came from AIADMK Head Quarters towards their location and attacked the members of the O.Panneerselvam’s faction with Beer Bottles, Knifes, Iron rod and also by pelting stones and the members of O.Panneerselvam’s faction scattered. In the said attack the complainant sustained injury in his forehead and he had to get six stitches.

29. It is submitted that since the above AIADMK General Body Meeting at Vanagaram was arranged on the same day lot of people had came from various parts of Tamil Nadu and those persons have to be identified and arrested. We are clearly monitoring CCTV footages and Identifying persons and some of them are office bearers who belong to both factions.
30. It is submitted that the RDO, South Chennai, Guindy, has received the FIR and request at 10.30 hours and Proclaimed order u/s.145 Cr.P.C., at 11.15 hours and at 11.45 hours u/s.146 (1) Cr.P.C. RDO visited the spot, cleared both parties including Mr.O.Pannerselvam from the Party Head Office Campus and locked and sealed the total Premises at around 13.30 hours. Immediately the police comprising of Two Assistant Commissioner of Police, 5 Inspector of Police, 15 Sub Inspector of Police, 40 Local Police and 70 Armed Reserved Police have posted .The Police bandobust continues till date.
31. It is submitted that the respondent police registered the FIR and conducted an investigation in a free and fair manner. As per the proceedings of the 145 & 146 Cr.P.C., the AIADMK Party Office was locked and sealed. If the lock and seal is broken the situation may get out of hand again and violence may erupt effecting life and property of public. It is further submitted that because of the presence of the police, no one from common public was injured and no casualties on the side of the rioters from both factions.
Therefore, it is most humbly prayed that this Honourable court may be pleased to accept my Common Status report and dismiss pass appropriate order and thus render justice.
