Sources : In August 2019, a Division Bench of the Madras HC, transferred the investigation against IG Murugan IPS, to Telangana agreeing with the plea of the victim SP that Murugan is influencing the investigation and there is no progress.

Murugan moved the Supreme Court and in September 2019, the SC stayed the investigation. After two full years, in September 2021, the Supreme Court heard the matter. During the hearing, the victim SP, took a plea that her case may be allowed to heard at chennai CBCID itself since she believed that the new Government might provide justice and hear her case in. Transparent manner.

*Background:*

“IG Murugan was allegedly close to previous AIADMK government in Tamil Nadu. During his tenure as Joint-Director, Vigilance and Corruption, he allegedly scuttled investigations into complaints of corruption by the Directorate of Vigilance and Anti-Corruption against the then Chief Minister Edapadi. K. Palanisami, the then Deputy Chief Minister O. Paneerselvam and few other Ministers.

In return, the administration made every attempt to scuttle the proper functioning of the Internal Complaints Committee constituted to investigate the complaint of sexual harassment against IG Murugan as well as investigation into FIR No. 2 of 2018 pending on the file of the Inspector of Police, CBCID.

Few months. Before the assembly election IG Murugan was transferred to EOW, South zone IG and later kept on waiting list by Election commission.

Meanwhile Case against IG Murugan by the woman SP was ordered to be probed by Telangana Police by Madras Hc. The madras HC passed the order considering grave seriousness in the matter. IG Murugan approached SC and obtained stay.

Consequent to the Assembly Elections held in April 2021, the Government changed in Tamil Nadu.

IG Murugan was then transferred to STF.

In this connection the woman SP approached SC and informed that since the government is changed her complaint against Murugan shall be allowed to be probed by CBCID itself.

Agreeing with the pleadings of the victim SP, the Supreme Court on 27.09.2021 ordered that “we deem it appropriate to set aside the impugned order and remit the matter to High Court, to hear the parties and pass appropriate orders”.

Though the SC had remitted the matter to Madras HC and in spite of a lapse of 100 days, and for various reasons did not list the matter for hearing.

The advocate for the victim SP had given a letter to the Registrar of HC to list the matter and finally has listed the matter today.

This woman SP incident happened before the Perambalur woman SP encountered sexual harassment by Spl DGP. But in her case due to pressure from IpS association community and the SPs husband being a IAS officer pressured the government and got the matter heard by Villupuram court on fast track and charge sheet is filed. The state Govt suspended the Spl DGP and the SP who allegedly helped woman SP by stopping her in highway using striking force from proceeding to lodge complaint.

But similarly in this case which is allegedly to have happened in 2018, the non IPS woman SP is still trying hard to get her registered FIR to be enquired. The mobile phone of IG and cctv footage’s of the DVAC during the incident days hasn’t been confiscated nor the IG had been enquired yet.

This says the two different stories and Events in TN police on how victims despite being women group 1 officers needs to pray hard or run from pillar to posts to make the authorities hear their cases.
