The sand so mined has been sold and the sale proceeds received by the individual contractors is the proceeds of a criminal activity. Hence they are proceeds of crime. Hence there is no doubt about existence of proceeds of crime. If proceeds of crime exists then ED has a duty to investigate and continue to investigate . Offence of Money laundering is any process of activity connected with proceeds of crime. Concealment , use, transfer, etc all are acts of money laundering.

But it is strange the state of attempting to prevent the investigation. The quantum of Proceeds of crime as of now calculated as per the Scientific report is 4730 crores. What is received by the State Government is Rs 35 crores only.
