Punish people who erect illegal no-parking boards: HC

Chennai: Madras high court has directed the Tamil Nadu police to take penal action against persons who put up illegal no-parking boards and barricades in public spaces. The court has also instructed the police to frame appropriate guidelines to check the same within two weeks.

The first bench of Acting Chief Justice D Krishnakumar and Justice P B Balaji passed the order on a PIL moved by C S Nandhakumar, seeking action against such illegalities.

According to the petitioner, on most of the roads in Chennai city, owners of multi-storied buildings, apartments, and individual bungalows are misusing public space by putting up no-parking signboards, mud bags, and no-parking barricades. This prevents the public from parking their vehicles on the roads.

This menace has cropped up mostly in Adyar, T Nagar, Mylapore, Madaveli, Mambalam, and Ashok Nagar, as well as in the suburbs of Chennai city. The petitioner alleged that such boards are being put up by the owners in connivance with the city police.
When the plea came up for hearing on Monday, additional public prosecutor R Muniyapparaj submitted that action has been taken to remove all no-parking signboards, mud bags, and no-parking barricades put up unauthorisedly and illegally in public places.

He added that necessary instructions will be issued by the Chennai city commissioner of police for hosting necessary guidelines on the official website within two weeks, besides publishing them in print and visual media.
Recording the submissions, the bench said: “The authorities should also indicate therein the penal consequences to be taken against the individuals who indulge in occupying public places without any authority whatsoever.””
