The NIPER established under “The National institute of Pharmaceutical Education and Research Act 1998” offers Masters and Doctoral-level courses in the field of Pharmaceutical Sciences. NIPERs have already been established in 6 states in India.
For establishment of NIPER at Madurai, the Government of Tamil Nadu allocated 100 acres of land free of cost in 2009 to Union Government when Dr Kalaignar Karunanidhi was Chief Minister of Tamil Nadu. The State also submitted a 1100 crore proposal to the Ministry of Finance for infrastructure cost.
The proposal was considered by the Expenditure Finance Committee on 26.3.2018 which deferred establishment of the proposed NIPER at Madurai and recommended that the matter may be reviewed in the year 2020 during the 15th Finance Commission period.
The Hon’ble Minister of the Chemicals and Fertilizers in an answer to unstarred question on 4.2.2020 has assured that he would approach the Ministry of Finance seeking necessary funds for setting up of the deferred NIPER at Madurai
However, the Ministry did not take any action and has not sought necessary funds for the Financial Year 2022-2023.
Even after 12 years, the proposal to establish NIPER at Madurai is yet to take shape and delay is affecting the students who aspire to study pharmaceutical studies and also impedes the growth of pharma industry in the State.
I request the Hon’ble Union minister to spell out the action plan for establishment of NIPER at Madurai and oblige.
