He has secured 59.91% by his sheer hard work and his perseverance at the age of 54, in spite of his limited time, while discharging his duties as an IPS Officer.

Dr. Pa. Moorthy IPS (Petitioner) has completed his ML Degree (Private Study) in International Law & Constitutional Law of the Department of Legal Studies, University of Madras, (Respondents) in the year 2019. He has secured 59.91% by his sheer hard work and his perseverance at the age of 54, in spite of his limited time, while discharging his duties as an IPS Officer.
As he is short of just 0.09% to get his first class (60%) and as getting first class in ML Degree Course is very rare and the prestigious one, he has requested the Respondents, to round off his percent of marks from 59.91% to 60%, as rounding off to the nearest integer is the established law as ruled by the Court of Law. Unfortunately, the University has not considered his request.
Aggrieved over the decision of the University of Madras, he has approached the Hon’ble High Court of Madras, by filing a Writ Petitionunder 226 of the Constitution of India and requested the Court to issue the Certiorarified Mandamus by directing the University of Madras to award him 60%.
Upon hearing the well placed arguments of the learned counsel of the petitioner, Mr. M. Ravi of the Madras High Court, by citing the order passed by a learned Single Judge of the Madras High Court on 22.12.2017 in W.P. No. 33582 of 2017 (J. Jayan vs. Controller of Examination, Tamilnadu Dr. Ambedkar University), and the decision of the Hon’ble Supreme Court in State of U.P. and others vs Pawan Kumar and Others reported in (2005) 2 SCC 10 the Hon’ble Mr. Justice Abdul Quddhose of Madras High Court has allowed the writ petition and directed the Respondents to round of the petitioner’s aggregate marks to 60%, the First Class and thus rendered the justice. The Court has duly considered the fact that the petitioner (Dr. Pa. Moorthy IPS) despite his other pre-occupation as an Indian Police Service Officer with his hard work has been able to complete the M.L. Course successfully and has secured 59.91% aggregate marks.
