Sub: Requesting strict action against Inspector Mrs. Nazeema (In-charge) – P6 Kodungaiyur Police Station & others for torture in custody -regarding.
I bring it to your humble notice that, Mr.Abdul Rahim s/o Late Abdul Kareem, the victim herein is a final year student of School of Excellence in Law (Tamil Nadu Dr.Ambedkar Law University) belonging to the course of B.Com., LL.B(Hons) and a resident of Chennai having his residence at No.319, 8th Street, Pudhunagar, Chennai – 600 039. It is pertinent to state that, the said Mr.Abdul Rahim who works in a Pharmacy as a part time employee to support his family was allegedly detained by the Constable (Mr.Rudhran) belonging to P-6 Kodungaiyur Police Station on 13.01.2022 at M.R.Junction around 11:30 P.M for not wearing face mask.

Subsequently, he was taken to the P-6 Kodungaiyur Police station and was forcefully made to pay fine. However, as the victim Mr.Abdul Rahim resisted in paying the fine as he was already adorning the face mask, the Police Constable Mr.Rudhran and other police personnel resorted to verbal abuse using filthy language and also disrobed the victim. Further at around 1:00 A.M, the victim was subject to harsh physical torture by the said Mr. Rudhran in the presence of other constables and the Inspector in charge Mrs.Nazeema.
The victim was subject to severe bodily harm and grievous injury arising out of constant beatings by the Police Personnel using a PVC Pipe . Further on, the victim was booted on the chest and the face by the Constable. Also, the victim was banged several times on the Steel cupboard of the Police Station. Nevertheless, the victim was also humiliated by the Police Personnel by discharging urine upon him. The blood stained shirt(Green shirt) of the victim was made to be washed and a new shirt(Yellow Shirt) belonging to the police was handed over to be worn.

The incidents narrated above are prima facie as the Police Personnel have eclipsed the CCTV Camera and directed it to be pointed towards the wall when the treatment was being rendered. The harsh and third rate treatment of the Said Police Personnel have resulted in heavy bleeding to the victim along with several abrasions in leg, hand and chest regions. As result of the same, the victim had to undergo treatment at Private Hospital and imbibe 6 stitches near his left temporal region.

More so, the A.R report to be duly filed by the Police was fabricated with the reasons for injury being stated as a result of the victim having fallen from stairs. In addition to the same, the Police have registered an FIR in Crime No 117 /2022 dated 14.01.2022 with complete incorrect material facts and false information leading to abuse of process of law.

Therefore, the sequence of events and harm inflicted against the victim makes out a prima facie case of police excesses and therefore liable to be punished as per the law. In the light of the above, we hereby humbly request your good offices to take cognisance of the offences committed by the Public Servants and thus render justice
