  1. Hon’ble Chairman, I rise to bring to the kind attention of the Union Government through this August House the non disbursal of central assistance for flood relief and non payment of accumulating dues of State Disaster Response fund to Tamilnadu .

The Northeast Monsoon Season made its onset and depression had brought heavy to extremely heavy rainfall in many districts in Tamilnadu during month of October and November 2021. The rainfall which battered Chennai and other districts and heavy down pour in the neighbouring states lead to huge flow of water in to Tamilnadu which caused heavy extensive damages to life, property and other critical infrastructures. The Government of Tamil Nadu submitted three memorandums to Government of India seeking financial assistance of Rs.6230.45 crores towards relief and restoration. The Inter-Ministerial Central Team visited the affected areas in tamilnadu from 21.11.2021 to 24.11.2021 and made an on-the-spot assessment. It is more than 70 days after the visit of the Inter-Ministerial Central Team, the Union Government has not released any assistance in response to the three memorandums presented by the State. But, the Government of Tamil Nadu have released a sum of Rs.501.85 crores towards providing immediate relief to the people affected, relief assistance to the farmers and for temporary restoration of the damaged infrastructures during Northeast Monsoon 2021.

With the hope that the Union Government will release the relief expenditure, the Government of Tamil Nadu has already incurred an expenditure of Rs.9699.67 crores under SDRF which includes the
Covid – 19 management expenditure and the Disaster Relief already provided. Hence, the Government of Tamil Nadu is already facing severe financial crunch due to Covid-19 pandemic situation and as such the Government is allocating more funds for creating emergent medical infrastructure to combat the exigency due to steep increase in the positive cases of Covid-19 day-by-day in the current third wave of Covid-19 situation. If the present situation continues, the Tamilnadu Government may not be in a position to meet out the expenditure relating to the containment of Covid-19. This situation of serious financial crisis and the urgency for release of central assistance for flood relief has been explained in a separate letter to Hon’ble Minister of Home Affairs on 17.01.2022 by the Hon’ble Chief Minister of Tamil Nadu. The Hon’ble Prime Minister was also appraised of the situation with a separate letter addressed by the Hon’ble Chief Minister on 29.12.2021.
Hence I urge the Hon’ble Union Minister for Home affairs to appreciate the urgency for the release of the assistance of Rs.6203.45 crore for providing immediate relief to our State and also to immediately pay all the outstanding installments due under State Disaster Response Funds to Tamilnadu and oblige.
