The learned Members of the Bar made a submission before this Court for initiation of appropriate action against the attempt to commit suicide by one Mr.Velmurugan inside the premises of the High Court of Madras.

  1. It is brought to the notice of this Court that one Mr.Velmurugan aged about 49 years and ordinarily residing at Padappai, Kancheepuram District attempted to end his life inside the premises of the High Court of Madras. He burnt himself on 11.10.2022 at about 03.00 P.M., and shouted by stating that he was deprived of getting Community Certificate for his son by the Revenue Authorities concerned, in spite of the fact that he had approached the Authorities repeatedly and he belongs to Narikuravar Community.
  2. The police on duty inside the premises of the High Court of Madras swiftly acted upon and send the said Mr.Velmurugan to the Government Hospital through Ambulance. Unfortunately, the said Mr.Velmurugan reportedly died in the Government Hospital today on 12.10.2022. The said information was also published in the Tamil and English Dailies, namely, ‘Dinathanthi’ and ‘The Hindu’.
  3. Prima facie it is found that the son of the deceased Mr.Velmurugan was deprived of his Community Certificate though he belongs to Narikuravar Community. The Authorities are expected to respond to the applications submitted by the citizen for issuance of Community Certificates. Citizen cannot be made to run pillar to post for the purpose of getting Community Certificates. Even in the matter of issuing Community Certificates, several irregularities are brought to the notice of this Court.
  4. Community Certificate is an important document for citizen for the purpose of availing the benefit of reservation and other benefits granted by the Government. The frustration regarding the non-issue of the Community Certificate to the son of the said Mr.Velmurugan resulted in commission of suicide inside the premises of the High Court of Madras. Thus, this Court has to examine whether the right of the deceased Mr.Velmurugan and his son to get Community Certificate was infringed or not. Further the reason for non-issuance of Community Certificate by the Revenue Authorities is also to be examined.
  5. The Members of the Bar made a submission that as per the statement of the deceased Mr.Velmurugan made several attempts before the Revenue Authorities for getting Community Certificate and all his efforts went in vain and consequently he committed suicide.
  6. Mr.Velmurugan, who belongs to Narikuravar Community committed suicide inside the premises of the High Court of Madras and therefore, this Court has to look into the facts and mitigating circumstances resulted in commission of an offence by the said Mr.Velmurugan in view of the non-issuance of Community Certificate to his son.
  7. It is brought to the notice of this Court that the said Mr.Velmurugan is residing at Padappai falling under the Territorial Jurisdiction of Kancheepuram District, the Competent Revenue Authorities are bound to respond and place the facts and circumstances and also the reason for not issuing the Community Certificate in favour of the son of the deceased Mr.Velmurugan. Such an attempt of suicide committed inside the premises of the High Court of Madras, cannot be kept unnoticed as it would result in serious repercussions.
  8. Thus this Court is inclined to initiate suo motu writ petition in order to examine the facts and circumstances and the right of the deceased Mr.Velmurugan as well as the right of his son, who was deprived of Community Certificate by the Revenue Authorities. This Court clarified the incident with the Registrar (Administration), who in turn confirmed the incident of attempt to commit suicide of Mr.Velmurugan and the members of the Bar informed that the said Mr.Velmurugan died today.
  9. Thus the Commissioner for Revenue Administration, Chepauk, Chennai and the District Collector, Kancheepuram District are impleaded as parties-respondents in the suo motu writ proceedings for the purpose of submitting their response.
