Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents herein to consider the representation made by the petitioner on 29.08.2023 for issuance of patta in favour of the petitioner in respect of the property bearing survey No.55/1 situated at Veepanthattai Village and Taluk, Perambalur District.

The Writ Petitions have been filed to issue a Writ of Mandamus, to direct the respondents herein to consider the petitioners’ representation dated 29.08.2023 for issuance of patta in respect of the property bearing survey No.55/1 situated at Veepanthattai Village and Taluk, Perambalur District.
2. Heard the learned counsel appearing for the petitioners and the learned Additional Government Pleader appearing for the respondents.
3. It is the contention of the learned counsel for the petitioners that though the petitioners made representations to the respondents for issuance of patta, they have not given any response with regard to the same till now. Hence the petitioners filed the present writ petitions.
4. Having regard to the submissions made by the learned counsel on either side, taking into consideration the limited prayer sought for by the petitioners, without expressing any opinion with regard to the merits of the case, this Court directs the respondents to consider the petitioners’ representations dated 29.08.2023 and dispose of the same in accordance with law, if the petitioners are otherwise eligible. The abovesaid exercise shall be completed within a period of two months from the date of receipt of a copy of this order.
5. The Government Officials are not properly giving any response to the ordinary citizens who approached them, even for simple relief like, change of patta, issuance of patta, land survey, resurvey and fixing the boundaries. They make the citizens to approach the Court for getting simple direction to consider their representations. It clearly shows that the Government Officials are only for the persons who have either muscle power or money power and not for the ordinary public. Some times, the Government Officials have not complied with the order of the Court within the stipulated time, for one reason or the other, best known to them. In spite of several directions given by this Court, the officials are not at all paying any attention to the same. Neither they are following the instructions/circular issued by the Government nor the directions of the Court.
