Heard Mr.N.G.R.Prasad, learned counsel appearing on behalf of the petitioners and Mr.J.Kumaran, learned Additional Government Pleader appearing on behalf of the respondents, who wants. some time to file a counter.

  1. As per the impugned tender document dated 27.09.2022, the last date of submission of bid is 25.11.2022 at 4.00 PM.
  2. Since the learned counsel for the petitioners apprehends that if a third party right is created, pursuant to the impugne&tender, ultimately, the members of the petitioner Union, who are the employees of the Electricity Department, would lose their service conditions and if their service conditions are altered adverse to the interest of the members of the petitioner

Union, it will go in a wrong way.

Therefore, though the petitioners have moved this writ petition to quash the very tender document, this Court, at this juncture, feels that, the tender process can go on upto 25.11.2022 and let the bids be received by the respondents, However, since no date has been specified to open the tender, the same shall not be opened after 25.11.2022, until further orders.
  2. Post this matter on 30.11.2022.
