[7/6, 18:26] Sekarreporter 1: The Public interest litigation filed by S.Saranya regarding regulation of online education during covid-19 situation came up before the Hon’ble Judges Hon’ble Justice M M Sundresh and Hon’ble Justice R Hemalatha of the Madras High Court today. On the last hearing learned Senior Advocate Shri.S.Prabakaran appeared on behalf of the petitioners and stated that so far no rules and regulations were framed regarding online classes during pandemic situation and that several immoral and illegal pop up advertisements appear during online sessions and that several school going children are deprived of proper systems to appear online and that several explicit content appear as advertisements when accessing online classes through smartphones and that many school students are still deprived from having actual smartphones and systems that can enable them to appear online. On hearing the same The Hon’ble Judges were pleased to take note of the matter that no rules and regulations have been framed as such as per the Information Technology Act 2000 and as per the rules enlisted under the Information Technology Act there are no existing guidelines, rules or regulations except for certain advisories issued from time to time. The State counsel also stated that a report from the chief opthalmologist regarding the eye strain for children is awaited in 2 days and requested the Hon’ble judges that the matter can be heard after the report. Hearing respective parties the Hon’ble judges stated that the matter needs to be looked into and the same was posted for hearing today. Today the learned standing counsel for the Ministry of Human Resources Department and the Learned Additional Solicitor General Mr.Sankaranarayan submitted that he has now only taken charge and as far as online classes guidelines for online classes will be framed on or before 15/7/2020 and the same will be submitted before the Hon’ble Court . On hearing all the submissions of all the respective parties the Hon’ble Judges were pleased to post the matter on 20/7/2020 after circulation of the guidelines framed across appropriate parties.
