[The Petitioner had argued in length that despite Telangana, AP, Karnataka, Goa, Haryana, Jharkhand, Gujarat, Delhi police, West Bengal, Uttar Pradesh, Assam, Kerala,Bihar and various other states having ATS Wing Tamil Nadu police didn’t have a dedicated special wing to handle Specific Terrorist attack and had further insisted on Corner shot Modern Weapons Systems, Kevlar Bullet proof Vests, Kalyani M4 Vehicle to be part of the ATS Wing in case it’s formed by the Government instead of usual Glock and INSAS Rifles used by the Police as a counter measure as the Terrorists had modern Automatic Assault Rifles as seen from Mumbai Attacks. On a specific question posed by the Bench regarding the Threat the Petitioner highlighted ISIS, AlQaeda Terrorist Operatives and LTTE operatives arrested across various parts in Tamil Nadu this year alone by NIA including the Culprit behind Easter Bomb blasts in Colombo being arrested in Tamil Nadu by NIA as reported by BBC World news Service. After hearing the detailed arguments the Division Bench comprising of ACJ TRJ and DKKJ Adjourned the matter to 4 weeks for counter by state
