2. After hearing Mr.C.Prabhu, learned counsel for the petitioners, this
Court believes that the Booksellers’ and publishers’ Association of South
India (BAPASI), No.8, II Floor, Sun Plaza, 19, G.N.Chetty Road, Chennai –
600 006 is a necessary party and is suo motu impleaded as R4 in both the Writ Petitions.
3. Notice through Court as well as privately to the newly impleaded
R4, returnable 02.01.2024. Proof of service be placed on file.
4. The main grievance expressed by the petitioners, who claims to running an MSME, by name, Ezhuchchi Pathipagam and Voice of Buddha, mainly engaged in publication of speeches and writings of
Dr.B.R.Ambedkar, is that BAPASI is not engaging in a transparent process in the conduct of the Chennai book fair.

6. The sum and substance of the above order is that activities in public arena should be inclusive so as to encourage and provide for the participation of the SC/ST and marginalised communities as well.
7. A Government order in G.O.(Ms.)No.130 dated 25.07.2023 has been issued, where a sum of Rs.8.45 crores was allocated towards the conduct of book fair by the Government of Tamil Nadu in all Districts except Chennai. As far as Chennai is concerned, the activity has been outsourced to BAPASI and a grant-in-aid of a sum of Rs.75.00 lakhs is also stated to have been provided by the State Government.
8. However, the petitioners would submit that the principles of inclusivity and transparency have not been adhered to by BAPASI and his application to set up a book stall has not been received by BAPASI.
