Prayer: This writ petition is filed under Article 226 of the Constitution of India, for issuance of a Writ of Mandamus to direct the 4th respondent to rectify the survey number in the petitioner assignment Patta No.43/10 by considering the petitioner’s representation dated 11.09.2020.

2. At page No.23 from the typeset of papers, it is very clear that the Tahsildar, Manmangalam has instructed the Block Development Officer, Thanthoni by way of communication dated 10.11.2018 to ascertain about the details and submit a report.

3.Mr.K.P.Krishnadoss, learned Special Government Pleader appearing on behalf of the respondents is directed to inform this Court by way of production of authenticated records as to the steps taken by the Block Development Officer, Thanthoni, in response to the communication of the Tahsildar as nearly two years have gone by. In case this Court finds that no action has been initiated by the said Block Development Officer so far, this Court may direct the Authorities concerned to initiate departmental action against the said Block Development Officer and recommend for entry of adverse remarks in the Service Register that may hamper his future prospects.

It is saddening to state that the emanation of corruption begins with the Revenue Department, where many of the officials like Tahsildars, Surveyors, District Revenue Officers, Revenue Divisional Officers, etc., indulge in manipulation of maximum records and amass wealth. It is pertinent to mention here that many District Registrars, Sub Registrars and their Subordinates in the Registration Department also indulge in such practices and under the table dealing always revolve around in the Registration Department. Eventhough, now proceedings are videographed, the document writers are playing the role of agents to receive bribe. The officials of various Corporations in the State of Tamil Nadu cannot be underestimated, as they are also in equal competition with Revenue Department and Registration Department.

5. If Vigilance is set in motion, the property of those persons, who possess the said property disproportionate to their income will come to light.
6. The name of the Block Development Officer, his Aadhar number and Mobile number, who was working on 10.11.2018, shall be produced by the respondent before this Court.
