The petitioner is Silambanathanpettai Village Panchayat represented by its President.  The petitioner has raised serious allegations of tampering of Revenue Records for the purpose of grabbing the Government land classified as “jupR”. It is brought to the notice of this Court that water bodies are also grabbed by converting the classification in the Revenue Records in an illegal manner.

2. The learned counsel for the petitioner made a submission that the Government land to an extent of 185.96 acres are manipulated by altering the Revenue Records and all such lands are handed over to the private persons, who all are in illegal possession, enjoyment of vast land and are utilising it for their luxury purposes. The petitioner has furnished the photographs and the Revenue documents to establish that it was originally classified as “jupR” belonging to the Government.
3. In view of the fact that the allegations are serious in nature, which requires scrutinising of documents, Mr.V.Arun, learned Additional

Advocate General takes notice on behalf of the Official respondents i.e. 1 to

8, 11 to 13 and 14. Mr.S.Vinoth Kumar, learned Government Advocate (Criminal Side) takes notice for respondents 9, 10 and 15.

4. The 7^th respondent/The Commissioner of Land Administration, Chepauk, Chennai, is directed to file the written instructions or counter affidavit or status report as the case may be, regarding the status of the subject property described in the present writ petition.
5. The 12^th respondent/The Revenue Divisional Officer, Cuddalore District, who passed the order dated 21.07.2023, is directed to be present before this Court along with the files on 26^th September, 2023 at 10:30 a.m.
6. Post the matter on 26.09.2023, under the caption “For Orders”.
