Mr P. Wilson submitted before the court that 2017 ad hoc rules framed under Art 309 for recruitment of APRO temporary posts does not require any specific UG degree . Further since post are temporary it doesn’t come under TNPSC purview at all . However contrary to the recruitment rules framed under Art 309 and Art 320 of functions of TNPSC, by an executive order, the Govt even without amending rules issued impugned GO altering the qualifications to a specific degree. The TNPSC has no role in these temporary post covered under Adhoc rules and barred under section 18 of TN Govt Servant (conditions of services) Act 2016 .

After hearing arguments of Mr P. Wilson , Hon’ble Mr Justice Krishnakumar granted interim stay of GO and posted after 4 weeks
