He submitted that the collector incharge without any materials declared the title in favour of Agri horticulture society without jurisdiction. The principal secretary has rightly invoked revisional powers and stayed the order and issued show cause notice . The principal secretary has found that no documents were filed or available in file of collector to show that Agri horticulture society is the owner . He submitted that district collector has given 110 grounds of lands belonging to government in golden platters to favour Agri Horticulture society and hence the order of principal secretary is in order and prayed for dismissal of writ appeal.
