The state as nation or country is necessarily constitute 4 elements as modern democratic country, Viz., (1) it should have fixed territorial boundary (2) it should have sovereign power (3) it should have people (4) it should have fundamental rule of law as constitution. The sub-states are nothing but units of union or states of federation, which may or may not have separate constitution., but it always subordinate to either union or federation and it’s position, features may vary to country to country.. further the word STATE is not indicate the government, which is subordinate to the state.the government is mere an institution to govern the state and it not absolute sovereign in the democratic state, but possessed limited sovereign power,but in practical often the ruler’s misconceived with the word state and government.The state is permanent one as far as constitution is exit and government is not permanent, which tenure system…………….. TAIL END NEWS IN CURRENT SCENARIO: The great failure in Indian parliamentary democracy is non-existance of governing mechanism either in the constitution nor inefficiency of Election Commission and RP Act. to control the political parties……… Thanks and Follows.
