AFFIDAVIT OF A.ARUN KUMAR l, A.Arunkumar, son of Mr.(late) A.Aranganathan, Hindu, aged 39 years, residing at New No: 1 / 1 t Old No. 441 A 21 st Cross Street, Venkateswara Nagar, Ramapuram, Chennai 600 089, do hereby solemnly affirm and sincerely state as follows –
1 t am the petitioner herein and as such I am well acquainted with the facts of the case.
2. I submit that I am practicing advocate in the Madras High court and I am a Social Worker and President for North Zone Advocates Wing, Chennai of the indu Makkal Katchi (Tamilnadu)
3 i submit that the 65th Death Anniversary of the Father of the Indian constitution “ANNAL DR. BHIMRAO RAMJI AMBEDKAR” held on 06.12 2021 and as per the aspiration of the Indu Makkal Katchi (Tamilnadu) members and the Founder and State President of Indu Makkal Katchi, Tamil Nadu Shri. Arjun Sampath wants to garland to the statue to “Annal Dr. B.R.Ambedkar” on
06.122021 between 9.00 AM to 1 1.30 AM. in the presence of me situated at Dr.
Ambedkar Memorial Hall, Raja Annamalaipuram, Chennai 600 028.

I submit that t gave letter to 4th and 5 th respondents in person on
15.11.2021 and also I made representation was sent to the 1 st 4 th & 5 th respondents on 15.11.2021 and 2 nd &3 rd respondents on 16.1 1.2021 through Speed Post requesting them to give permission to the Founder and State President and members of Indu Makka’ Katchi so as to enable them to gariand the statue to “Annal Dr. B.R.Ambedkar” 65 th Death Anniversary on 06.12.2021 between 9.00 AM to 11.30 A.M. in the presence of me situated at Dr.Ambedkar Memorial Hall, Raja Annamalaipuram, Chennai 600 028.
5. I submit that a copy of the said representation dated 15.11.2021 received by the 1 st 4th and 5 th respondents and representation 16.11.2021 received by the 2 nd and 3rd respondents. But they did not initiate any positive response and no reply given by the respondents till date. Aggrieved against, I have preferred the above writ petition before this Hon’ble Court.
I have no other alternative remedy except to approach this Hon’ble Court by way of. filing this writ petition under Article 226 of the Constitution of India for effective and speedy remedy. I have not filed any other petition before any other
Court for the similar relief.

Under these circumstances, it IS humbly prayed that this Hon l ble Court may be pleased to issue a WRIT OF MANDAMUS or any other appropriate writ, order or direction in the nature of a Writ, directing the 1 st 4 th & 5 th respondents and 2 nd & respondents to consider my representation dated 15 1 1 2021 and
