On receipt of such documents, the State through the Additional Secretary to Government, Public (Foreigners-II) Department, Chennai – 600 009 vide its letter dated 09.02.2024 addressed to the Foreigners RegionalRegistration Officer, Chennai – 600 006 has requested the following:

Pursuant to our last order dated 10.01.2024, today when the case is taken up for hearing, Mr.R.Muniyapparaj, learned Additional Public Prosecutor appearing for the State has submitted that, on 02.02.2024 the
Deputy High Commission for the Democratic Socialist Republic of Sri Lanka in Southern India at Chennai has forwarded the temporary travel document of the Sri Lankan National issued by the Mission. On receipt of such documents, the State through the Additional Secretary to Government, Public (Foreigners-II) Department, Chennai – 600 009 vide its letter dated 09.02.2024 addressed to the Foreigners Regional
Registration Officer, Chennai – 600 006 has requested the following:
“I am directed to invite your attention to the reference cited and to state that Thiru.Suthendraraja.T @ Santhan, a Sri Lankan National, has been accommodated in the Special Camp, Tiruchirapalli, consequent on the orders issued in the reference 1st cited. In the reference second the Ministry of External Affairs, Government of India, New Delhi has been requested to take necessary action for issuance of Emergency travel document.

  1. I am to state that the Deputy High Commission for the Democratic Socialist Republic of Sri Lanka in Southern India, Chennai in its letter 3rd cited has furnished original Temporary Travel Document bearing No.NM8036213, valid till 01.08.2024, issued to Mr.Thillaiampalam
    Suthenthirarajah, which has been retained in Government. I am to enclose herewith the copy of the temporary travel document received from Deputy High Commission for the Democratic Socialist Republic of Sri Lanka in Southern India, Chennai and to request you to issue necessary orders.
    A copy of the order in this regard may be conveyed to this
    Government for further action.”
  2. A copy of these documents also have been served on the Additional Solicitor General Mr.AR.L.Sundaresan, who is appearing for the Ministry of External Affairs i.e., Foreigners Regional Registration
    Officer.
  3. The learned Additional Solicitor General on receipt of these documents would submit that, letter dated 09.02.2024 has not reached the addressee, however since a copy of which has now been served on him, this would be forwarded to the Foreigners Regional Registration Officer, Chennai to take the needful action and accordingly it would be reported before this Court, for which he seeks atleast 10 days time. Recording his submission on the aforesaid exchange of documents, post this matter on 29.02.2024 immediately after admission.
