The Principal Secretary to Government, Law Department, is called upon to forthwith initiate disciplinary action against Mr.C.Nagarajan, by placing him immediately under suspension from service, in contemplation of such proceedings since it is stated that Mr.C.Nagarajan, has been assigned the duty to instruct the Government Pleaders on a routine basis. It is brought to the notice of this Court by the Registry that on
23.03.2023 at 12 Noon, when this Court had taken a short recess, Mr.C.Nagarajan, Deputy Secretary to Government, Law Department, who was physically present in the Court, had behaved in an unruly manner, by raising his voice and using unparliamentary words and created ruckus against the Government Pleaders, in connection with the present Contempt Petition in Cont.P.No.2622 of 2022, in the presence of the Court Officer and the other Court Staffs. Such a behavior was also witnessed by the Lawyers, who were inside the Court premises. So also, the proceedings were recorded in the CCTV. It is also stated that he continued this behavior in the corridors outside the Court Hall, which was witnessed by many Lawyers.
2. Mr.C.Nagarajan’s behavior amounts to scandalizing and lowering the authority of the Madras High Court, as well as interfering and obstructing with the Administration of justice.
3. It is brought to the notice of this Court that Mr.C. Nagarajan, is working under the Principal Secretary to Government, Law Department, Tamil Nadu. The Principal Secretary is Suo-Motu impleaded, as a party respondent. The learned Additional Advocate General, takes notice on behalf of the impleaded respondent.
